The following crew members, are required to obtain a Seman's Book:

Crew members who are scheduled to join a ship that will sail in Asia during their contract.​
All Deck and Engine (Marine) personnel.​
Crew members from nationalities where it is required by the National Government., which include China, Indonesia, and Philippines
